— As part of the Sailor 2025 focus to improve the quality and timeliness of
pay and personnel services across the Navy, effective 16 July, all Shore
supporting PSDs were directed to start using the Electronic DD 214 (eDD-214)
application via NSIPS Retirements & Separations Module. There are very few
exceptions (i.e., NSIPS and/or BOL being down at the time of separation)
where the hard copy DD-214 will be completed.
— PSD will complete, cradle to grave, eDD-214s for Local
Separations, Local Fleet Reserves, Local Retirements, and Active Duty for
Training Reservists (over 90 days of Active Duty), with few exceptions. PSD
will initiate the eDD-214 process and transfer, to the appropriate
separation activity’s PSD, the eDD-214 for all other Active Duty CONUS
Separations, Fleet Reserves, and Retirements.
— CPPA’s Responsibilities. To alleviate any last minute corrections to the
eDD-214, well in advance of the separation date (3 – 9 Months preferably),
counsel the service member on reviewing, updating, and correcting their
Electronic Service Record (ESR) in NSIPS as the eDD-214 pulls data directly
from the ESR. If there are any discrepancies when a eDD-214 Clerk at PSD
initiates the eDD-214 (i.e. Awards missing), the member, under the
“Discrepancies” tab must enter the information in the “Discrepancy Details”
section, upload the documented evidence in the “Attachments” section and
route it back to the eDD-214 Clerk. This significantly slows the process
and could have been averted if the ESR was updated prior to.
NOTE FOR AWARDS: Personal Awards, NAM’s and above, must be submitted to the
command’s NDAWS as no PSD has access to update those awards in the ESR.
In addition to the separation/Fleet Reserve/Retirement packages submitted in
TOPS, the following documents are required until changes to the NSIPS
Electronic DD 214 application are made:
– Verification of Military Experience and Training – VMET (retrieve from
– DD FORM 4 for enlisted personnel/previously enlisted officers (retrieve
from OMPF in BOL)
– NAVPERS 1070/74 for commissioned officers (retrieve from service member
OMPF in BOL)
– Previous DD 214 (if applicable)
— Directions for members using the eDD-214 functionality are posted on the
NSIPS main page, beneath the Training section titled User Productivity Kit
(UPK). In the UPK section, select RnS Training then DD214.
